Subject: REQUEST FOR RE-EXAMINATION OF ORGC CLOSURE
1. The closure of ORGC was based on misinformed information submitted to the 55th Wing Commander.
2. According to the requirements of the Resource Conservation and Recovery Act (RCRA), enacted in 1976, it is much more costly to close a range versus any short term solutions to mitigate environmental concerns associated with a firing range. The most important consideration in the decision of closing a firing range are the requirements involved in the complete restoration of DOD ranges after operations have officially ceased. Experts such as Dr. Larry Isaacs of the Air Force Center for Engineering and the Environment, Brooks AFB (210-536-5645). and Dr. Bonnie Packer of the Range Sustainment Program, Army Environmental Command, Aberdeen, MD (410-436-6848) strongly agree and have expressed the closure of any firing range should be the last resort.
3. Interpretation of the Clean Water Act (CWA) was possibly misunderstood due to the lack of understanding of key points. The precedents set by the most recent Supreme Court ruling in reference to Section 404 of the CWA, also known as the Rapanos ruling, was omitted in the point paper submitted to the 55th Wing Commander. Jurisdictional Determinations (JD) must be clearly defined prior to considering whether a body of water is deemed a portion of Waters of the U.S. In accordance with guidance and policy published by the EPA following the Supreme Court decision, in conjunction with U.S. Army Corps of Engineer (USACE), Offutt AFB Environmental Flight does not hold the proper authority to make this determination.
4. Mr. Edward Guster III, Environmental Scientist of EPA Region 2 (212-637-4042) commented he had never heard of a drainage ditch being considered "navigable waters of the US." If drainage ditches were considered "navigable waters" then some of the best management practices put in the EPA Shooting Range manual would not be able to be used (building a drainage ditch to direct run-off away from a range, building a settling pond to collect rainwater and shot that may run off the a range, etc.). Every range in the US that has been using this practice would have to get a NPDES permit to shoot if the reason behind the Offutt Range closure was adopted. Mr. Guster also indicated that some other military ranges he had worked with, Ft. Dix, NJ, Camp Edwards, use drainage ditches for water run-off control. Lead shot/bullets may get into the ditches, but he does not believe they need to obtain a NPDES permit.
5. Although, the Southeast runway run-off ditch is interconnected with the base lake, it must be clearly determined through scientific data it is the point source responsible for pollutants that could hydrologically or ecologically affect the Missouri river (navigable water). Mr. John Snowdon, USACE Nebraska Regulatory Office in Omaha (402-896-0896) cited one case near Fresno, CA, concerning a WWII military skeet range, where he successfully demonstrated lead shot deposits were not a factor to the environment, since “a pathway to humans” was not evident. He also indicated no repercussion or citations would be issued to Offutt AFB for simply seeking clarification of jurisdiction in reference to the CWA if a NPDES permit application is filed. His office, in conjunction with EPA Region 7, would be the proper starting point.
6. Dr. Larry Isaacs of the Air Force Center for Engineering and the Environment (AFCEE), Brooks AFB conducted a small arms range feasibility study during early 2000 at Offutt AFB. While certifying the Combat Small Arms range he also obtained samplings near the Offutt Trap & Skeet ranges with negative results. An overall official report stating that Offutt AFB is in full compliance was delivered to Mr. Ed Lueninghoener and Mr. Mike Kemp.
7. A new determination from the director of the National Skeet Shooting Association (NSSA) redefines the safety zone. Previous inaccurate limitations narrowed the scope for a suitable replacement site for the Trap & Skeet range. Page D10 of the NSSA's published Gun Club Manual was enclosed however; Page D11 with important specific shot size data was omitted. A letter from Rick Stockstill, NSSA Director should clarify any misconception. Currently the ORGC adheres to strict shot size use and goes above and beyond set NSSA range safety regulations, American Trap Association regulations and International Hunter Education Association safety standards for all members.
8. There are numerous indirect benefits realized in association with frequent trap and skeet range utilization, in safe proximity of runway operations. A good example is the assistance provided to the 55th Wing Bird Air Strike Hazard (BASH) program.
9. The ORGC Executive Committee, on behalf of its 180 members and the surrounding area shooting community, strongly urges you, our 55th Wing Commander, to:
A. Re-examine the decision to close ORGC shooting range.
B. Seek qualified and experienced professionals in areas of environmental laws and range operations external of Offutt AFB, such as USACE, ACC, AFCEE and EPA.
C. Reverse the decision to close the legendary ORGC shooting range as soon as possible.

Subject: APPLICATION OF BEST MANAGEMENT PRACTICES FOR SUSTAINING ORGC RANGE OPERATIONS
1. On behalf of the membership of the Offutt AFB Rod and Gun Club (most recently over 180 members), we, the elected Executive Committee, believe that the application of Best Management Practices (BMPs) is the solution to resuming operations at ORGC with long lasting benefits to the tax payers and Offutt AFB community by instituting measures that would enhance compliance with current regulations and demonstrate good stewardship toward the environment. This is also perhaps the least costly option.
2. The longitudinal axis of drainage ditch parallels the flight line security fence should be relocated approximately 150 yards eastward, while maintaining connection its current north and south outlets. Modifying the drainage ditch’s current path will accomplish the following:
a. Allows for reclamation and clean up of areas that contain shot pellets on and very near the surface. Since a work permit may be required, U.S. Army Corps of Engineer (USACE) will examine the drainage ditch to properly determine jurisdiction in reference to the Clean Water Act (CWA), within the scope of the work permit application process. When the drainage ditch is diverted, its current position will become dry, permitting less complicated shot pellet reclamation.
b. By conducting pellets reclamation at regular intervals, the Wing avoids necessarily high costs incurred with the immediate closure of a military shooting range. Likewise if it is necessary in the future to relocate ORGC’s range to a more suitable location for benefit of the community and operational necessity, e.g. taxiway and aircraft parking apron expansions, this periodic maintenance process would have reduced the severe and costly impact associated with a one-time clean-up. Shot reclamation companies specialized in clay target ranges have traditionally provided their services on a share cost basis as they retain all the lead recovered and return to the client approximately 40 percent of the sale proceeds.
c. Relocating this ditch will effectively increase shooting zone and drainage areas proximity to 300 yards. With National Skeet Shooting Association data of 210 yards for # 71/2 shot travel distance (largest shot size permitted by ORGC range procedure); this measure will prevent shot pellets from entering the drainage ditch.
3. This is a mutually winning solution for sustaining our legendary and well-regarded ORGC range operations with important long term benefits for OAFB, the Air Force community (active duty, dependent, retired and civilian), the tax payer and the local community who, from time to time, participate in ORGC activities. As a group, we would be happy to discuss this further. Club Information: Oak Creek

We are again established with Oak Creek Sporting Club in Brainard, NE (http://www.oak-creek-club.com/), and you can join in for a $15 membership. The Club offers sporting clays, a hunting preserve and a rifle range (currently under construction), and your membership allows you to shoot and hunt at a reduced price. Membership cards are available at Equipment Rental (294-4049, next to the small arms range) for purchase. As a heads-up, Oak Creek will be sponsoring the NSCA Zone 5 shoot from 11-14Sept, and will be fully occupied with that event. Contact information is on their website for any questions.
With your paid membership, you will be able to bring your immediate family members (spouse, child, parent) as well as one outside guest on any given trip, and they can enjoy your reduced membership rates. Additional guests may shoot at regular non-member rates. If you meet the rules of membership for the ORGC, you are eligible for an Oak Creek Sporting Club membership, but if for some reason you cannot pre-purchase your membership (last minute plans), Teri at Oak Creek will collect your $15 dollar fee and you can pick up your card afterwards.

Here's a program to share with our folks overseas who might be interested in a Bowtech bow and accessories. Although only APO's are listed they will in all likelihood accept FPO addresses, and contact information is included at the bottom of the article if you have any questions.
We have a Soldier Bow Program for those serving outside the US. We have developed this program in order to provide soldiers with some much needed R&R while serving our great country.
Our 2008 models are now available for this program. Bows are limited to one per soldier. You can purchase a bow with standard accessories (rest, quiver, sling, sight, peep, stabilizer, 4 arrows) for $500.
Through this special deal, we will only ship through an APO address.

All, The Archery Cookout is 1800 hrs on Wednesday, 3 Sep at the Base Lake Pavilion. All archers (league & non league), spouses, etc. are welcome. So, please invite any of your friends that shoot archery. We'll have two team shooting events, (2 person & 3 person) so bring your bows and grab a partner(s). We have some great door prizes for our summer league shooters and the two team events. Bass Pro Shop, Cabela's, Woods & Waters, Full Draw Archery & Scheels have generously donated over $500 in prizes to include a Scheels $25 gift certificate and a framed, limited print from Bass Pro Shop. So come out and collect your prize !!! We'll have the new Magic Stop targets and frames to check out and use. The two team events are:
- Speed Shoot (20 yard)
-- Two person team
-- Both shooters have 3 clay pigeons each to shoot
-- You can shoot your partners clays, but only after they have 2 misses at that target
-- First team to shoot their 6 clays, wins
- 20/30/40 Yard Shoot

Town Hall Meeting Notes

All Concerned,
A town hall meeting concerning the closure of the Offutt Rod and Gun Club (ORGC) was held at the base community center on 23 Jul 08. Forty three ORGC members were in attendance and Mr. Tom Fahrer, Dep CC 55th FSF (Services), chaired the meeting. The bottom line came down to the originally "claimed" environmental issue about lead shot in the L-pond. The ORGC Executive committee is in the process of investigating the validity of this claim. Nothing was really covered, by 55th FSF leadership pertaining to the possibility of keeping the club open unless the claimed environmental issue was solved. Numerous waivers were discussed but no initiative by the 55th FSF staff was taken to start any of the discussed waivers. There were a number of unanswered questions, 55th (CEV) Environmental didn't attend, and some of the information presented was out of date, wrong or overcome by events. The meeting had two results: One, it identified that we need to have another town hall meeting with the Wing Commander in attendance tentatively scheduled for the first week of September. Two, due to the number of unanswered questions, general lack of information and knowledge by the 55th FSF staff, it was determined that we form a Tiger Team consisting of the ORGC Executive Committee (EC) and a few trusted agents. The EC is scheduled to meet with 55th FSF/CD on Tuesday 29 Jul 08. The Tiger Team is to assist the 55th FSF in building, researching and staffing a proper "keep the ORGC open" package presenting all possible options and starting any waivers that may be needed.
The EC really appreciates the time that a good portion of the membership took to come out in person. There was another good sized portion who were able to write in there comments and concerns and that helped as well. The EC will strive to keep you informed of upcoming meetings and if we all stay together on this I'm sure it will lead to a positive outcome. If you have any questions or concerns or can lend a hand of expertise to this tiger team, please don't hesitate to contact one of your EC members.
